Is the following ok to run cs3 now then cs6 in the future? price is just under $1k

I would highly recommend getting something with a solid state drive and 8GB of memory if you can work it. If you are running multiple creative suite apps at the same time it is going to hog memory. A SSD and extra memory will help with that.
After all do you really need a 750GB drive if this is a backup computer? Could you get by with a 120GB SSD?
I have an Asus exactly like the one you've described. I use it as a back up myself, and it handles CS5.5 okay. So long as I don't have too much going on I can run AI, PS and IND reasonably but it's PS that gets major sluggish and can shut down. This is also due to my presets and actions etc. If you don't use a lot of presets (patterns/textures/brushes/fonts/styles etc) then I think you'll be fine. But only as a back up.
That's a very low res for a 15.6" screen, there are plenty of Asus' with better specs for around the same price. If you have the time I'd buy in US and have shipped. Asus have excellent global warranties.
