I found out first hand. My main Google account, I got a notice a year or so back that my Adwords account had been suspended permanently. Tried for a year to get a response from a human at Google, on why this had occurred. All they sent me during this time was a link to their general terms page.
When I finally got a response, they accused me of linking to two websites/URLs I had never heard of. I checked my ads (past and present, all are there) and nothing remotely like them had been used. I only use for small campaigns to drive some new business now and then.
After this no further response.
Next step Dept of Fair Trading. Useless.
Then Consumer, Trader & Tenancy Tribunal. Useless.
So much for consumer protection bodies.
Their final advice was to take Google Australia to court. This article shows how useless that would be.
Google's "Do no evil" mantra is well and truly a thing of the past.
Even I have faced the same issue with my Adwords account. Got suspended permanently and I was trying to sort it out as I was getting good responses on that account. But very sadly I couldn't succeed. When I tried to sort our the issue through mail, what they did was forwarding their general terms page instead of helping me to find out the solution.
