Most of mine is SEO based, but in the early days meet & greet. Would walk in and say hi / small intro, no hard sell to most businesses in my local and nearby towns. I have a couple of long standing clients from having done that.
I like your idea of a flyer, if you have the time anything tasteful that gets your name out there is good.
There's nothing stopping you from emailing potential clients? IE: Go grab some magazines, check out the advertisements in them (clients have paid to advertise so they have budgets and are already trying), if you see crap (highly likely) send them an email saying you can do better! It's how I used to do it back in 1999!
I went to an AGDA event last night and Helen Watts (http://www.wattsdesign.com.au/) said they'd been promoting themselves more on social media and seeing results in terms of work coming their way (plus they were walking the talk in that they are now doing what they tell their clients to do).
